Azerbaijan Government Scholarship 2025 Complete Guide

Applications are open to apply for Fully Funded Azerbaijan Government Scholarship 2025-2026. Scholarship program is named Heydar Aliyev International Education Grant which is available for International students from many countries (see the list below) can apply for this scholarship. Azerbaijan Government is offers an opportunity to the students to study in top universities of Azerbaijan for preparatory courses, undergraduate, graduate, doctoral, general medicine/residency programmes.

Funded by The Ministry of Foreign Affairs of the Republic of Azerbaijan, Azerbaijan International Development Agency (AIDA). This program provides an opportunity for the students to achieve their academic milestones without any worries of arranging finances. Students need to maintain an average of 51 points from any semester to be eligible for scholarships that failed to meet which would result in having to pay 50 per of the education fee.

For Azerbaijan’s Heydar Aliyev International Education Grant (scholarship) IELTS of TOEFL is not compulsory. So your institute’s simple English language certificate will be enough. Azerbaijan Scholarship opportunity covers tuition fee, travel cost, medical insurance and offers Monthly stipend for meals, accommodation and utility costs. Eligibility Criteria

• Citizens of the OIC and the NAM member countries
• Students applying for undergraduate and general medicine programmes citizens must be younger than 25
• Students interested applying for graduate and residency programmes citizens must be younger than 30
• Candidates applying for doctoral programmes citizens must be younger than 40
• Candidates must be in good health

• Complete application form
• Passport size photos
• Diplomas or Transcripts from prior High School or University studies
• Copy of Passport
• Document on general health status (including HIV/AIDS test)
• CV or Resume
• Motivation Letter
• Proof of English Proficiency (for programmes in foreign languages: for undergraduate programmes IELTS 5, TOEFL 40, for other programmes IELTS 5.5, TOEFL 50)

Interested candidates have to submit their complete application form along with notarized documents to the respective state entities of their country.

Then the The state’s entities will submit the candidate’s documents to the Embassy or to the Ministry of Foreign Affairs of the Republic of Azerbaijan.

Selection procedures and results

First Stage (Official Nomination):

• Applicants must submit required documents to their respective state authorities (Ministries, Embassies, etc.).
• Deadline: May 15, 2025, by 6 PM Baku time.

Second Stage (SIACAS Application):

• Only officially nominated candidates can proceed.
• Apply via the Study in Azerbaijan Centralized Admission Service (SIACAS) website: portal.edu.az.
• Application Period: June 1 to June 15, 2025.
• Must select the “Heydar Aliyev International Education Grant” program.

• Choice of Specialties: Applicants can select up to 3 specialties across different Azerbaijani universities.
• Applicants can check their status and receive notifications via the SIACAS portal.
• Updates will appear in their personal account.

• Applicants with dual citizenship must apply under one eligible nationality (as per Annex 2).
• Only one application is allowed.
• Only applications nominated in the first stage will be considered for the scholarship.
